Single-action button and themed action menu on lists

What was done

A single row action on lists (for example Open) now appears as a product-themed button instead of a gear menu, while multiple actions still use a themed Actions menu.

Example: Lists with only Open, such as Patients, now show that action as a direct button.

Result / Note

You can check the Open button on the Patients list.
