A conditional formatting manager, apply-to-row and data-bar colours on lists have been enabled.

Example: Using New / Edit / Delete / Up / Down, a format preview, apply-to-row and a column filter in Manage rules has been enabled.

Result / Note

You can open Conditional formatting → Manage rules on any list and add a rule with New.
